Owner-Operator LMIA

The Owner-Operator LMIA route allowed foreign nationals to acquire or start a business in Canada and apply for a work permit through a positive Labour Market Impact Assessment (LMIA). While the formal pathway is being phased out, similar options exist under Entrepreneur or C11 pathways.

Eligibility Criteria

  • Must own at least 50% of the business

  • Active role in daily operations

  • Demonstrate business viability and job creation for Canadians

  • Meet admissibility and financial requirements

  • Ideally meet Express Entry eligibility for PR transition

Required Documents

  • Business plan

  • Proof of business ownership/control (more than 50%)

  • Evidence of funds and business viability

  • Supporting documents for LMIA

  • Passport, ID, and resume

  • Police certificate and medical exam
